The United Nations Human Rights Council (UNHRC) continues to single out Israel as the only country in the world subject to a dedicated standing agenda item, Item 7 and a permanent commission of inquiry (The Pillay Commission). While conflicts rage globally and human rights abuses proliferate—from China’s repression of Uyghurs to Iran’s violent crackdown on dissidents—the UNHRC remains fixated on condemning the only democracy in the Middle East. The latest report from its Commission of Inquiry (COI) is just another chapter in this farcical campaign, systematically ignoring Hamas’ atrocities while weaponizing human rights rhetoric against Israel.

The UNHRC’s latest report from the Commission of Inquiry (COI), titled "More than a Human Can Bear," accuses Israel of committing severe gender-based violence, reproductive harm, and other abuses during its operations in Gaza. This includes allegations of sexual violence, with the COI claiming Israeli forces deliberately obstructed Palestinian women’s reproductive rights by preventing them from giving birth.
The claim in the COI report that Israel’s civilian evacuations were “aimed at preventing women from giving birth” is one of the most outrageous elements of the report. Multiple reports from organizations, including Save The Children, Rescue.org, UNRWA, UNICEF.
Even local media in Gaza, highlight the stark contrast to these accusations. According to these sources, Gaza's birth rate has actually boomed, with over 68,000 births since October 7th.
The CIA estimates the population increasing by over 2% despite the ongoing conflict and casualties since October 7th. These findings demonstrates a clear disconnect between the report’s narrative and the reality on the ground. Critics have argued that such an unsupported accusation not only misrepresents the situation but also serves to promote a misleading agenda that fails to acknowledge the actual circumstances of Gaza's civilian population during the conflict.
The report is politically motivated, fixed from the start and lacks transparency. It fails to address the sexual violence and human rights violations committed by Hamas, particularly during their October 7 attack on Israeli civilians, where rape, forced marriages, and other abuses were rampant.
Problems with the Methodology
The methodology behind the COI's latest report has raised significant concerns, particularly regarding its lack of transparency. The report relies heavily on anonymous testimony and unverifiable sources, with little to no forensic evidence to back up its claims. This has prompted strong condemnation from Avi Abraham Benlolo, Founder and CEO of the Abraham Global Peace Initiative, who criticized the UN for attempting to draw a false moral equivalence, particularly in relation to the horrific rapes carried out by Hamas on October 7.
Israeli officials have described the accusations—particularly those suggesting genocidal acts against women—as some of the most damaging cases of "blood libel" in recent memory. Ilan Zalayat, a fellow at the Institute for National Security Studies, took issue with the report’s assertion that civilian evacuations were meant to prevent women from giving birth, calling it a form of "blood libel."
Additionally, Israeli Minister for Social Equality May Golan condemned the UN for its selective blindness to the suffering of women and children in the region, accusing the organization of turning a blind eye to the oppression faced by Christian, Jewish, and Muslim individuals under terrorist regimes.
A Commission Built on Bias
The current COI, established in the wake of the May 2021 Hamas-Israel war, is unique in that it operates indefinitely. Unlike past inquiries that lasted a year, this one is permanent, tasked with examining not just the war itself but all events leading up to it and since. This ensures a perpetual cycle of condemnation against Israel while providing cover for Palestinian terror groups.
The supposed impartiality required by UN rules is a joke. Navi Pillay, the chairperson, has a long history of controversial anti-Israel rhetoric. She has actively lobbied for sanctions against Israel, calling it an apartheid state and supporting the Boycott, Divestment, and Sanctions (BDS) movement. Pillay’s biased stance raises serious concerns about her ability to oversee an impartial investigation into the Israeli-Palestinian conflict. Pillay’s association with organizations linked to Palestinian terror groups and her involvement in the antisemitic Durban Conference have further questioned her neutrality.
Miloon Kothari, one of the COI’s commissioners, has made outrageous comments targeting Jewish influence, including ranting about “The Jewish Lobby,” which further calls into question his objectivity. His antisemitic remarks were so extreme that they were widely condemned by the U.S. Mission to Geneva as “outrageous, inappropriate, and corrosive.”
Chris Sidoti, another member of the commission, has similarly downplayed accusations of antisemitism, claiming “Jews throw around accusations of antisemitism like rice at a wedding.” This dismissive attitude towards antisemitism undermines the integrity of the COI and highlights the inherent bias within the commission.
These remarks from the COI’s members contribute to a wider narrative of systematic bias against Israel in the UNHRC. The commission's focus on allegations against Israel, while failing to adequately address the brutal crimes committed by Hamas, reflects its prejudiced stance and undermines its credibility. These commissioners’ histories of inflammatory rhetoric against Israel cast serious doubt on the legitimacy of the COI's investigation.
Ignoring Hamas, Inventing Crimes Against Israel
Since October 7, when Hamas launched its massacre of Israeli civilians, the COI has ignored the group's crimes against humanity while accusing Israel of similar offenses in Gaza. It has overlooked Hamas’ use of civilians as human shields and downplayed the mass sexual violence committed by Hamas on October 7. Instead, the COI issued a report accusing the IDF of systematic gender-based violence, distorting reality and insulting the victims of Hamas. The COI has also ignored Hamas' indiscriminate violence against civilians, including foreign nationals, and failed to advocate for the release of Israeli hostages, continuing to push an anti-Israel agenda.
The “Fixed Inquiry”
Concerns about the integrity of the COI are not new. In 2022, the International Legal Forum (ILF) released the “Fixed Inquiry” report, a detailed critique published by over 25 civil society organizations, raised alarms about systemic bias within the UN Human Rights Council (UNHRC) and its mechanisms for investigating Israel. The report underscores that the COI was established under a mandate that presupposed Israel’s guilt, effectively ensuring that its investigations would be biased and its conclusions a foregone conclusion. This is a clear indication that the COI was not tasked with seeking truth, but rather with fulfilling a politically motivated agenda aimed at condemning Israel, regardless of the facts.
This, combined with the lack of genuine scrutiny on the crimes committed by Hamas and other terror organizations, ensures that the COI's findings will always be seen as politically motivated, not as legitimate efforts to uphold human rights. The COI is not a neutral body seeking justice, but rather a platform for those with a predetermined agenda against Israel.
The Pillay Commission Must Be Defunded
As Anne Herzberg of NGO Monitor aptly noted, this commission has become a “main vector of atrocity denial and inversion.” It does not seek truth or justice—it seeks to delegitimize Israel. The time has come for responsible nations to stop funding this farce. The United States, under a new administration, should lead the charge in cutting all financial support to the UN bodies that bankroll this egregious panel. Other nations that value fairness and genuine human rights advocacy should follow suit.
This latest report yet again reveals the UN Human Rights Council Commission of Inquiry against Israel as a main vector of atrocity denial and inversion. Since October 7, the COI has outrageously accused Israel of committing crimes against humanity in Gaza while refusing to say the same about Hamas. It also downplayed the mass sexual violence committed on October 7 against Israeli women and girls, while now issuing an entire report dedicated to defaming the IDF with the false claim of perpetrating systematic gender-based violence against Palestinians. Moreover, the COI has done zero advocacy to free the hostages, while just this week held another two days of anti-Israel propaganda hearings. We hope the new US administration will cut all funding to the UN bodies responsible for providing millions of dollars to this egregious panel and that all countries of conscience will swiftly follow suit."
