This report proves what many have long suspected and what the International Red Cross has systematically denied: the ICRC is not a neutral humanitarian body but a compromised organization that prioritizes terrorists over their victims.
Exposing the ICRC’s Ties to Terrorism



While the ICRC claims neutrality, it has repeatedly favored Palestinian terrorist organizations. It failed to visit Israeli hostages, took part in Hamas’s grotesque “hostage release ceremonies,” and conspired with Hamas and PIJ against Israel. One released hostage, 80-year-old Gadi Mozes, revealed he was held in a truck beneath the ICRC headquarters—further proof of its complicity. Instead of protecting hostages, the ICRC acted as a glorified Uber for Hamas, enabling their propaganda parades. The RealityCheck report, using OSINT and dark web research, exposes this shocking betrayal with concrete evidence.
Prioritizing Terrorists Over Their Victims
ICRC spokesperson Hisham Mhanna has openly admitted that the organization’s “top priority” in Gaza is securing the release of Palestinian prisoners from Israeli jails—many of whom are convicted terrorists. Nowhere does he mention Israeli hostages or the safety of Israelis from terror attacks. This is not neutrality. This is direct advocacy for the release of murderers while ignoring their innocent victims.
Additionally, Mhanna routinely refers to Hamas combatants as "martyrs.” He also calls the Israeli government and IDF "occupation authorities," mirroring the language used by terrorist groups. The ICRC is not only failing its mission; it is actively endorsing terrorism through its rhetoric and actions.
ICRC Officials Publicly Celebrate Terrorists
One of the most blatant examples of ICRC’s bias comes from Surouq Hijawi, an ICRC "security official." On July 20, 2023, Hijawi posted a tribute to Palestinian terrorists on Facebook, celebrating their deaths as "martyrdom in heaven." The terrorists she honored included Ahmed Dragmeh, commander of the Tubas Battalion of PIJ, and Mahmood Al Saadi of the violent “Al-Quds” Brigade. Wadih Abu Ramoz, who was shot while throwing firebombs at Israeli police, and Muhammad Turkman, one of the perpetrators of a violent terror attack against Israelis known as the “Jordan Valley Operation.”
These men were responsible for attacks that killed innocent Israelis, yet an ICRC official praised them as heroes.
Meeting with Terrorists to ‘Expose Israeli Crimes’
Officially, the ICRC claims to meet with armed groups to facilitate humanitarian aid and visit captives. In reality, it has been caught colluding with terror organizations. On February 18, 2020, ICRC officials, including Gilan Devorn, Director of the ICRC in Gaza, his deputy Fayez Al-Aqraa, and Public Relations Officer Youssef Al-Yaziji, met with senior leaders of Palestinian Islamic Jihad, an internationally designated terror group.
The meeting included senior PIJ operatives Hajj Abu Wasim Al-Wadiyyah, Sheikh Khader Habib, Hajj Abu Hazem Badr, and Sheikh Omar Foura. According to PIJ, Red Cross officials were there to discuss "“the role of the International Committee of the Red Cross in pressuring the Israeli occupation” and “efforts to expose the crimes of the Israeli occupation.”"
This blatant violation of ICRC’s standards proves its complicity in anti-Israel propaganda and its direct involvement in aiding terrorist narratives.
Training Hamas Journalists: Aiding and Abetting Terrorist Messaging
The ICRC’s corruption was further exposed on February 2, 2014, when spokespersons Masada Saif and Youssef Al-Yaziji met with Hamas leadership, including Ihab Al-Ghusain, Hamas’s Director of Public Relations and Ministry of Interior official. The purpose? To “coordinate messaging, enhance cooperation, and train journalists”—effectively acting as a PR firm for Hamas. None of these activities align with the ICRC’s “meeting armed groups to further humanitarian goals, provide aid to civilians, or visit captives.”
Al-Ghusain, who was later eliminated in an Israeli airstrike on July 7, 2024, had been using a Gaza school as a human shield for Hamas’s weapons manufacturing operations. Yet the ICRC had no problem working with him.
Time to Hold the ICRC Accountable
The RealityCheck report exposes the ICRC’s support for terrorism with undeniable evidence. This data will be presented by RealityCheck to the ICRC’s donor nations, the White House, members of the U.S. Congress, and European parliaments. The ICRC must be held accountable for its actions, and funding from Western governments must be reconsidered.
